The Designer you choose must understand exactly what you want and also be able to work well with you. There are many personality types, but you must be confident that your selected Designer is "on the same page" as you.
It's not always how many years the Designer has been practicing, but more about if she or he is confident in their abilities. You can always ask for referrals too. And never sign a contract until you are absolutely clear about what the Designer will do for you.
